摘 要:随着新型经济增长和技术的不断革新以及产业转型升级,我国产业创新发展的地区间不平衡现象严重。运用SUPER-SBM模型对我国29个省份传统产业和高技术产业在2006和2016年10年前后的技术创新效率进行测算,并结合变异系数与自然间断点法刻画产业的区域技术创新效率空间分布,从时空维度进行比较研究。研究发现:从时间维度来看,10年间我国大中型传统产业和高技术产业的区域技术创新效率整体水平的提升幅度约为20%,其中中部地区的提升幅度最大,10年后两大产业技术创新效率的均值均约为0.7,距离高效率仍有较大的提升空间;从空间维度来看,我国四大区域两大产业之间的技术创新效率差异有所减弱,但中部和东北地区内部省份之间产业创新发展不均衡较为明显,传统产业技术创新效率的提升主要表现为各省份在原有基础上不断进步,高技术产业技术创新效率的变化呈现出东部沿海省份向中西部地区转移的现象,高效率在空间上呈现出由纵向上的晋、豫、赣、粤4省与横向上属于长江经济带的沪、苏、皖、鄂、渝、川6省份组成"十"字型分布。With the continuous innovation of new economic growth, technological innovation and the transformation and upgrading of regional industries, the imbalance between regions of industrial innovation development in China is serious. This paper uses SUPER-SBM model to measure the technological innovation efficiency of traditional industries and high-tech industries in 29 provinces of China in 2006 and 2016, combines the coefficient of variation with the natural discontinuous point method to depict the spatial distribution of regional technological innovation efficiency in the industry, and makes a comparative study from the space-time dimension. The study finds that: in terms of time, overall level of regional innovation efficiency of large and medium-sized traditional industries and high-tech industries in China has increased by about 20% in a decade, among them, the central region has the greatest efficiency improvement;and the average innovation efficiency of the two major industries is about 0.7 respectively in 2016, there is still much room for improvement to the high efficiency. And in terms of space, the difference in industrial innovation efficiency between the four economic regions of China has weakened, however, the imbalance of industrial innovation and development between the internal provinces in the central and northeast regions is obvious;the improvement of innovation efficiency in traditional industry is mainly reflected in the continuous progress of provinces on the basis of the original, and the change of innovation efficiency in high-tech industry shows the transfer from eastern coastal provinces to the central and western regions, and the high efficiency presents a cross type distribution which composed by four provinces of Shanxi、Henan、Jiangxi、Guangdong in the vertical direction, and six provinces of Shanghai、Jiangsu、Anhui、Hubei、Chongqing、Sichuan which belong to the Yangtze River Economic Belt in the horizontal direction.
