摘 要:针对广东省科研机构建设仍存在定位不清、布局混乱等问题,首先对广东省21个地级市科研机构创新能力进行定量评价,确定科研机构聚集及创新能力较强的广州和深圳为中心城市,然后结合威尔逊模型与场强模型测度中心城市科研机构创新能力的辐射半径及其对非中心城市的辐射效应。研究发现:各市科研机构的创新能力差异较大,并与城市经济发展水平相一致,珠三角科研机构比粤东西北科研机构创新能力强;广州市科研机构创新能力略低于深圳市科研机构,但其辐射范围(主要辐射11个城市)却比深圳市辐射范围(主要辐射4个城市)广;非中心城市接收中心城市辐射效果存在较大差异,不仅与其同中心城市的距离有关,也与其自身创新能力大小有关。为促进广东省科研机构优化空间布局,更好地为区域科技进步和经济社会服务,提出加强粤东西北地区科研机构建设,加快推进传统科研机构转型升级,大力培育新型研发机构,以及科研机构发展与当地产业统筹优化发展等政策建议。In view of the problems of unclear positioning and disordered layout in the construction of scientific research institutions in Guangdong province, firstly, the innovation ability of 21 prefecture level scientific research institutions in Guangdong is quantitatively evaluated, and Guangzhou and Shenzhen with strong gathering and innovation ability of scientific research institutions are determined as the central cities. Then, the radiation radius and radiation effect of innovation ability of scientific research institutions from central cities to non-central cities are measured by combining Wilson model and field strength model. The research finds that: the innovation ability of scientific research institutions in each city is different and consistent with the level of urban economic development, the research institutes in the Pearl River Delta are stronger than those in the east and northwest of Guangdong;the innovation ability of Guangzhou scientific research institutions is slightly lower than that of Shenzhen scientific research institutions, but the radiation range (mainly radiates 11 cities) is wider than that of Shenzhen (mainly radiates 4 cities);the radiation effect of the noncentral cities receiving center city is different, which is not only related to the distance from the central city, but also to its own innovation ability. In order to promote the optimization of spatial layout of scientific research institutions in Guangdong and promote scientific research institutions to better serve the regional scientific and technological progress and economic and social services, this paper puts forward some policy suggestions such as strengthening the construction of scientific research institutions in the east and northwest of Guangdong, accelerating the transformation and upgrading of traditional scientific research institutions, vigorously cultivating new research and development institutions, and coordinating and optimizing the development of scientific research institutions and local industries.
