摘　　要：城市精细化治理越来越成为推动城市高质量发展、高水平治理和高品质生活的新型治理范式。中国城市精细化治理实践形成了技术、制度和人本三大发展取向。精细化治理的技术取向追求城市治理的智能、精准和高效,凸显治理速度;制度取向追求规则至上、过程优化与秩序可控,彰显治理深度;人本取向追求以人为中心、回应性和参与性,偏好治理温度。未来的精细化治理要实现技术取向、制度取向和人本取向的融合发展与有机调适,构建"以人为中心"的城市治理观与温暖治理新形态,增强城市治理的精准、效能、人本和宜居,创造美好城市生活。Urban refined management has increasingly become a new governance paradigm that promotes high-quality urban development, high-level governance and high quality life. The practice of urban refined governance in China has formed three orientations: technology, institution and humanism.Technology-oriented refined management gives prominence to the speed of governance, seeking for intelligence, accuracy and efficiency;institution-oriented refined management manifests the depth of governance, aiming to achieve rule first, process optimization and order control;humanism-oriented refined management prefers the warmth of governance, pursuing man-centeredness and focusing on effective response and involvement. It is expected that the integrated development and organic adjustment of the above three will be realized in the future refined governance, that is, to build the "man-centered" urban governance concept, enhance the accuracy, efficiency, humanism and habitability of urban governance, and create a better urban life.
