新时代学校体育归化之路:从强制走向自由

摘　　要：党的十九大对新时代我国学校体育改革与发展提出了新要求。体育课程建设依然离不开强制体育教育这一重要环节。运用文献资料、矛盾分析和逻辑分析等方法透视、剖析强制体育的本真内涵,并提出了实施路径。研究认为:提升顶层设计可操作性,形成治理机制;构建监督问责机制,保障平稳过渡;强化师资建设,夯实强制基础;顺应体育教育规律,促进强制体育运行是实施学校强制体育的可行性路径。强制体育教育能够进一步明确学校体育的责任和使命,推动构建符合时代要求和学校体育目标的良性发展。The 19th National Congress of the CPC has put forward new requirements for the reform and development of school physical education in the new era.By using the methods of literature review,contradiction analysis and logical analysis,this paper analyzes the essence of compulsory sports and puts forward the ways to implement it.The research finds that improving the operability of the top-level design and forming the governance mechanism,building supervision and accountability mechanism and ensuring a smooth transition,strengthening the building of teachers teams and strengthening the compulsory foundation,following the rules of physical education and promoting compulsory sports operation are the feasible ways to implement compulsory school sports.We should further clarify the responsibility and mission of school physical education,and promote the construction of a benign order to meet the requirements of the times and the goals of school physical education.
