摘  要:小农户是“大国小农”国情下中国农业现代化的主体,考虑到农业对于小农户的生活保障功能与生计发展使命,实现小农户与现代农业发展有机衔接的关键在于破除小农户“信息无能”困境,促成小农户与大市场有效对接,确保小农户获得维持生产生活与生计发展的经济收益。案例考察发现,政府以培育区域品牌赋能小农户的“衔接”路径具有较为严密的理论逻辑和实践可行性。该路径在充分尊重小农户主体性前提下,通过区域品牌的“市场对接”效应诱导乡村社会的集体行动,能有效实现农业生产要素以及生产关系的内生性重组,并进一步引致小农户经营中现代农业发展要素的自然萌发。培育区域品牌应以资源禀赋为基础,大力推进产业集群化发展,在强化政府投入和支持的同时,促进小农户集体行动。Small farmers are the main body of China′s agricultural modernization under the national conditions of"big country and small farmers".Considering the life security function and livelihood development mission of agriculture for small farmers,the key to realizing the organic connection between small farmers and modern agricultural development is to break the dilemma of"information incompetence"of small farmers and promote the effective connection between small farmers and large market,and ensuring that small farmers get the economic benefits of maintaining production and livelihood development.The case study found that the government′s"convergence"path of empowering small farmers by cultivating regional brand has strict theoretical logic and practical feasibility.Under the premise of fully respecting the subjectivity of small farmers,this path can induce the collective action of rural society through the"market docking"effect of regional brand,effectively realize the endogenous restructuring of agricultural production factors and production relations,and further lead to the natural germination of modern agricultural development factors in the operation of small farmers.To cultivate regional brand,we should take resource endowment as the basis,vigorously promote the development of industrial clusters,strengthen government investment and support,and promote the collective action of small farmers.
