科技型企业成长梯队高质量发展的影响因素探析——基于企业成长理论和有序logistic模型的实证研究

摘　　要：本文基于企业成长理论,建立了科技型企业成长梯队高质量发展机理模型,系统分析企业资源、企业能力、企业成长环境与科技型企业成长梯队高质量发展的作用机理,构建科技型成长梯队企业高质量发展影响因素指标体系,建立有序logistic计量模型,采用贵州省科技型成长梯队企业的281份问卷调查数据,对科技型企业成长梯队高质量发展机理进行实证研究。实证结果发现:信息资源和文化环境对科技型企业成长梯队的发展质量影响不显著,而政策环境、人才资源、科研开发能力、技术创新能力、技术资源、产业环境和市场创新能力则对科技型企业成长梯队的发展质量具有显著影响。其中,政策环境、人才资源和科研开发能力是影响科技型企业成长梯队高质量发展的关键因素,提出设立政府专项扶持科研基金,完善西部地区高层次人才引进激励机制,打通政产学研高层次人才双向自由流动绿色通道,设立企业科技成果专项奖励基金,建立科技型企业自主研发的新品种、新技术、新产品及专利保护的长效机制等政策建议。Based on the theory of enterprise growth,this paper establishes the mechanism model of high-quality development of growth echelon of science and technology enterprises,systematically analyzes the mechanism of enterprise resources,enterprise capabilities,enterprise growth environment and high-quality development of growth echelon of science and technology enterprises,constructs the index system of infl uencing factors of high-quality development of growth echelon of science and technology enterprises,and establishes an orderly logistic econometric model.The empirical results show that information resources and cultural environment have no signifi cant infl uence on the development quality of the growth echelon of science and technology enterprises,while policy environment,human resources,scientifi c research and development capabilities,technological innovation capabilities,technological resources,industrial environment and market innovation capabilities have signifi cant infl uence on the development quality of the growth echelon of science and technology enterprises.Among them,the policy environment,human resources and scientifi c research and development ability are the key factors that affect the high-quality development of the growth echelon of science and technology enterprises.Some policy suggestions are put forward,such as setting up special government support fund for scientifi c research,improving the incentive mechanism for the introduction of high-level talents in the western region,opening up a green channel for the two-way free fl ow of highlevel talents in government,industry,academia and research,setting up a special reward fund for scientifi c and technological achievements of enterprises,and establishing a long-term mechanism for the protection of new varieties,new technologies,new products and patents independently developed by science and technology enterprises.
