摘 要:我国高等教育正在迅猛发展,地方应用型高校即将被分层分类扶持发展,各地方应用型高校正在寻找特色争创一流建设。随着社会发展,高等教育将逐渐演变成了优化生产关系和促进生产力发展的助力要素,承担着培养高级人才、发展科学技术、传承文化、促进现代化建设的重任,高等教育思想的律动变化越来越呈现“趋外”的社会责任。从关注个体到聚焦社会发展转向,自律转共治,由量变求质变,高等教育由规模扩展转向质量保障。地方应用型高校在人才培养方面,要注重在内涵式发展的基础上发扬外部功能;要放眼外需,服务地方区域;要内养根基,打造影响力支柱;要形成治理体系,保障教育教学质量;要注重功能架构,突显特色学科,同时构建教学保障机制,促进教育转型。Higher education in China is developing rapidly,local applied colleges and universities will be supported by hierarchical classification,and local applied colleges and universities are looking for characteristics to create first-class construction.With the development of society,higher education will gradually evolve into a helping factor to optimize the relations of production and promote the development of productive forces,and bear the heavy responsibility of cultivating senior talents,developing science and technology,inheriting culture and promoting modernization construction.From paying attention to individual to focusing on social development,self-discipline to co-governance,from quantitative change to qualitative change,higher education from scale expansion to quality assurance as a local applied colleges and universities should pay attention to the implicit development of talent training and carry forward the external function.It is necessary for local colleges and universities in our country to serve local areas from the perspective of external demand;to raise the foundation and build the pillar of influence;to form a governance system to ensure the quality of education and teaching;to pay attention to the functional structure and highlight the characteristic subjects.At the same time,construct teaching guarantee mechanism to promote educational transformation.
