摘　　要：战略性新兴技术是培育和发展战略性新兴产业的支撑,其培育和产业化问题是发展战略性新兴产业亟待解决的重要课题。科学和技术都具有知识的本质属性,产业是科学和技术推动社会生产进步的主要载体。在知识流动视角下,通过知识流动与创新将科学、技术、产业三者更为密切联系起来,战略性新兴技术在三者的互动联系中创生和演化,形成基于知识流动的战略性新兴技术培育机制。其中,科学发现是战略性新兴技术培育的动力基础,技术创新是其直接推动力,产业化是其环境动因。Strategic emerging technology is the premise and support of cultivating and developing strategic emerging industries,it is the core problems to be solved for developing strategic emerging industries.Both of science and technology has essential attribute of knowledge.Industries are main vector for social production and development by science and technology.Based on the view of knowledge flow,it makes science-technology-industries more closed by the flow of knowledge unit.Strategic emerging technologies are created during these interaction relationships,which makes the creating mechanism of strategic emerging technologies based on knowledge flows.Scientific discovery is basic power of strategic emerging technologies creation,technological innovation is direct power of strategic emerging technologies creation and industrialization is environment power of strategic emerging technologies creation.
