摘  要:政府在轨道交通方面投资巨大,其所创造的价值往往被周边不动产所有者或者开发商所占有,若缺乏有效的捕获机制,则政府很难收回投资,带来金融风险。因此探讨价值空间外溢规律,构建政府价值捕获机制是学术界和各国政府关注的重要问题。以武汉地铁四号线为例,构建轨道交通的住宅特征价格模型,利用ARCGIS软件绘制住宅价格增值变化图,探讨轨道交通对住宅价格的空间价值外溢规律。结果表明:四号线对周边住宅产生显著的外溢效应,住宅价格增值在空间上呈现衰弱-增强-衰弱的变化规律;四号线的最大影响范围在距离地铁1.5km的区域,在0.5km内、0.5~1.0km、1.0~1.5km范围的增幅分别为8.5%、20.4%、15.4%,平均增值幅度为14.8%。针对轨道交通对住宅价值的空间特征,政府应该采取差异化的税收等价值捕获工具捕获外溢价值,收回投资,以防范潜在金融风险。Rail government has huge investment,and the value created by it is often occupied by the surrounding real estate users or developers.Without an effective capture mechanism,it will be difficult for the government to recover the investment and bring financial risks.Therefore,to explore the law of value space spillover and to build the government value capture mechanism is an important issue concerned by academia and governments around the world.Taking Wuhan Metro Line 4 as an example,this paper constructed a residential characteristic price model of rail transit,and used ARCGIS software to draw the change chart of residential price value added,and discussed the spatial value spillover law of rail transit on residential price.The results show that Line 4 has a significant spillover effect on the surrounding residential buildings,and the increase in residential price presents the change law of weakening-enhancing-weakening in space;The maximum impact area of Line 4 is in the area 1500m away from the subway.Within 500m,the increase rates of 500-1000m and 1000-1500m are 8.5%,20.4%and 15.4%respectively,and the average increase rate is 14.8%.In view of the spatial characteristics of the value of residential buildings by rail transit,the government should adopt differentiated taxation and other value capture tools to capture the overflow value and recover the investment to prevent potential financial risks.
