摘　　要：十三五期间黑龙江省跨境电商发展势头良好,成为外贸增长的新引擎。综试区和自贸区助推黑龙江省走向更高层次的改革开放。十四五开局之年,面对严峻复杂的国际疫情和世界经济形势,机遇与挑战并存,黑龙江省跨境电商要化危为机,在构建“双循环”发展格局的新征程中,深度融入“一带一路”建设。在培育跨境电商产业,打造智慧供应链体系,提升跨境贸易便利化水平方面持续发力,以促进黑龙江省跨境电商更快更好地发展。During the 13th Five-Year Plan period,Heilongjiang Province's cross-border e-commerce has developed well and has become a new engine of foreign trade growth.The comprehensive test zone and the free trade zone have helped Heilongjiang Province move towards a higher level of reform and opening up.In the first year of the 14th Five-Year Plan,facing the severe and complex international epidemic and the world economic situation,opportunities and challenges coexist,so cross-border e-commerce in Heilongjiang Province must turn crises into opportunities,and integrate into the“Belt and Road”construction in the new journey of building a“dual cycle”development pattern.Continue to make efforts to cultivate the cross-border e-commerce industry,build a smart supply chain system,and enhance the level of cross-border trade facilitation,so as to promote faster and better development of cross-border e-commerce in Heilongjiang Province.
