摘 要:文章利用2016年和2018年中国家庭追踪调查(CFPS)相关数据研究了住房资助对城镇劳动者就业的影响后发现:住房资助对劳动者就业具有负面影响,并且在低教育程度劳动者中的表现较为明显;同时低教育程度劳动者对其他类型的政府资助也存在一定的依赖性。对劳动者按教育程度分组后的分析发现,低教育程度分组中劳动者的教育程度对其就业的影响为负,这可能与该分组劳动者中从事低收入低技能工作比例较高的就业特点有关。从中得到的政策启示是:单纯的住房资助可能会降低劳动者特别是低教育程度劳动者的就业积极性,因而政府在向低教育程度劳动者提供住房资助时需要辅之以教育培训等激励措施,以提高低教育程度劳动者的市场地位并较好地激发其就业积极性。Using data from the 2016 and 2018 China Household Tracking Survey(CFPS),the article investigates the impact of housing subsidies on the employment of urban workers and finds that housing subsidies have a negative impact on workers'employment and are more pronounced among workers with low educational attainment;at the same time,workers with low educational attainment are also somewhat dependent on other types of government subsidies.The analysis of workers grouped by education level finds that the negative effect of education level on employment in the low-education subgroup may be related to the higher proportion of workers in low-income,low-skilled jobs in this subgroup.The policy implication is that housing subsidies alone may reduce the employment incentives of workers,especially those with low educational attainment,and therefore the government needs to supplement the housing subsidies for workers with low educational attainment with incentives such as educational development to improve the market position of workers with low educational attainment and to better motivate them to take up employment.
