摘　　要：为健全农技推广体系、支持多元主体参与农技推广创新服务方式,在结合高校、科研院所现有工作基础上,构建“一主多元”农技推广创新服务体系框架,并对其主体的内涵及其之间的关系进行阐述。提出了以农技推广机构为主导,院校等主体深度参与,教科推融合的农技推广创新服务体系;并从体制机制、政策法规、人才队伍、经费保障与优化创新链管理等方面提出建设该体系的建议与对策。With an aim to perfect the agricultural technology extension system,support the extension participatedby multi-parties,and encourage new innovative service modes,this article proposes a new framework based on pilot projects conducted mainly by research institutions and universities.The frameworkderives from the idea of"One Subject withMulti-parties".The connotation of the framework and the inter-relation of its internal factors are elaborated as well.In this article,the author advocatesthat a new model of agricultural technology extension system could be established,in which government-administrated agricultural technology promotion organizations served as the leading force,and research institutions and universitiesare deeply participated with the companyof the integration of other researching,educationand extension forces.Suggestions and countermeasures to build this system from aspects of mechanisms,processes and regulations,talent team,fund guarantee and optimization of innovation chain management are put forward.
