基于垃圾资源化的X再生资源产业园环境治理研究

摘　　要：X再生资源产业园作为西部唯一的“城市矿产”示范基地,是近年来垃圾资源化过程中环境问题较为突出的代表。通过对该园区的实地调研,以该园区成立的背景、过程、管理运营方式、政企关系、政府行政效能等为基础,总结和分析了园区在环境治理过程中存在的主要问题和原因,并以此为基础,参考发达地区治理经验,提出了优化X再生资源产业园环境治理的对策和建议.The X renewable resources industrial park,as the only demonstration base of"urban mineral resources"in western China,is the representative of environmental problems in the process of waste recycling in recent years.Through field investigation of the park,which is based on the background,process,management and operation mode,government-enterprise relationship,and government administrative efficiency of the park,the paper has summarized and analyzed the main problems and causes of the park in the process of environmental governance.Based on these main problems and causes,and referring to the governance experience of developed regions,proposes countermeasures and suggestions for optimizing the environmental governance of the X renewable resources industrial park.
