中医馆健康信息平台建设实践与思考

摘　　要：目的着力解决基层医疗卫生服务能力弱等问题,提升基层中医药服务能力与管理水平,方便群众看中医。方法利用中医馆健康信息平台,强化海南省基层医疗卫生机构的中医药标准化与信息化建设,依托省中医院牵头的中医医联体,整合全省中医医疗资源,有效下沉优质医疗资源,实现各级中医医疗机构的信息共享及互联互通。结果中医馆健康信息平台项目建设完成后,由国家中医药管理局最终验收,各市、县、自治县(区)基层中医馆也在不同程度上进行应用,有效提升了基层中医药服务水平和服务能力。结论中医馆健康信息平台建设有利于贯彻落实“全省一盘棋,全岛同城化”的理念,助力全省基层医疗卫生机构基础建设,提高基层卫生机构标准化水平和服务能力,实现“小病不进城、大病不出岛”的目标。Objective To focus on solving the problems of weak medical and health service capabilities at the grass-roots level,to improve the ability and management of traditional Chinese medicine(TCM)services at the grass-roots level,and to make it easier for the public to see Chinese medicine.Method Use the TCM Health Information Platform to strengthen the standardization and informatization of TCM in grass-roots medical and health institutions in Hainan province.At the same time,rely on the TCM medical consortium led by the provincial TCM hospital to integrate the province's TCM medical resources and effectively sink high-quality medical resources to achieve information sharing and interconnection among all levels of TCM medical institutions.Results The construction of the Chinese Medicine House Health Information Platform project completed the final acceptance inspection of National Administration of Traditional Chinese Medicine.The grassroots Chinese medicine museums in cities,counties and autonomous counties(districts)have also applied in varying degrees,effectively improving the service level and service capacity of grassroots Chinese medicine.Conclusion The construction of the health information platform of the Chinese Medicine House is conducive to the implementation of the concept of"one game in the whole province,one level in the whole island",helping the basic construction of primary health care institutions in our province,improving the standardization level and service capacity of primary health care institutions,and achieving the goal of"small disease solved in town,big disease solved on island".
