摘　　要：公共数字文化评价研究已初具规模,但距离建立以效能为导向的公共数字文化服务绩效考核机制,全面提升服务水平和治理能力的时代要求尚有不小差距。在分析公共数字文化评价实践和理论研究现状,探讨公共数字文化协同治理的主体、对象内容和路径后,基于系统工程方法论的观点,构建了公共数字文化协同治理评价模型。公共数字文化是一个复杂系统,借鉴三维结构坐标法可以将各要素在多元参与、资源整合、服务提升3个维度展开并构成一个协同体系。协同治理评价模型的构建有助于公共数字文化评价活动不再局限于具体项目、机构和活动,形成对公共数字文化整体治理水平的科学认识,具有一定理论价值,在进一步完善并形成可操作的指标体系后可应用于公共数字文化服务评价实践中。Public digital culture evaluation research has begun to take shape,but it still can not meet the requirements of the times,that is,to establish a performance-oriented public digital cultural service performance evaluation mechanism and to comprehensively improve service level and governance capabilities.After analyzing the practice and theoretical research status of public digital culture evaluation,and discussing the main body,object content and path of public digital culture collaborative governance,the authors construct an evaluation model for public digital culture collaborative governance based on the viewpoint of system engineering methodology.Public digital culture is a complex system.Drawing on the three-dimensional structure coordinate method,the paper deploys various elements in the the dimensions of multi-body participation,resource integration,and service improvement and constructs a collaborative system.The construction of the collaborative governance evaluation model helps public digital culture evaluation activities no longer be limited to specific projects,institutions and activities,and form a scientific understanding of the overall governance of public digital culture,which has some theoretical significance and can be used in the practice of public digital culture evaluation after forming an operable index system.
