多元治理背景下学校体育场地设施治理结构研究

摘　　要：运用文献资料法、逻辑分析法等,剖析多元治理背景下学校体育场地设施治理结构,旨在实现差异化治理。政府、学校以及“第三方”是我国学校体育场地设施的主要治理主体,多元治理背景下不同治理主体权利配置和职能定位不同,在互动过程中形成了以政府为主导的“塔式”治理结构、以学校为主导的“环式”治理结构、多主体合作的“网式”治理结构。在体育场地设施资源相对贫乏且学校和“第三方”治理能力不足的情况下,应由政府主导;在学校体育场地资源丰富且学校自治能力强的情况下,应以学校自治为主;当体育场地设施资源条件丰富且学校以及“第三方”机制发育成熟时,应充分发挥各主体优势,合作治理。By using the methods of literature review and logic analysis,this paper analyzed the governance structure of school sports venues and facilities under the background of multiple governance,aiming at realizing diff erentiated governance.The government,schools and the related third party are the main governing bodies of school sports venues and facilities in China.In the context of multiple governance,different governance subjects have different rights allocation and function positioning,and in the process of interaction,a"tower"governance structure dominated by the government,a"ring"governance structure dominated by the school,and a"network"governance structure dominated by multi-subject cooperation have been formed.When the resources of sports venues and facilities are relatively poor and the governance capacity of schools and the third party is insufficient,the governance should be led by the government.In the case of abundant school sports ground resources and strong school autonomy,school autonomy should be the main focus.When the resources and conditions of sports facilities are abundant and the school and the third party mechanisms are mature,the advantages of each main body should be brought into full play and the cooperative governance should be carried out.
