摘  要:针对高烈度地震后如何提高对受灾民众的救援效率,提出一种基于大数据技术和语义识别模型的全新地震救援平台,实现海量求救信息的存储和分析。利用层次分析法和功效系数法结合处理,实时计算水文、地质、气候、电力、消防、建筑、医疗及工程等专家提供的救援优先级别的判断分数,得到救援的紧急情况因子系数。根据因子的排序,得出救援先后次序找到最急需救助的人员,实施救援布署。该平台结合地震救援APP、搜救人员APP和专家决策APP,三方配合联动形成一整套救援信息汇总处理服务救援体系。使得地震救灾从宣传、科普、演练到实际操作,提供了完整的技术及实施方案,在震后高效救援方面进行了有益的探索。Aiming at how to improve the rescue efficiency for the affected people after high-intensity earthquake,a new earthquake rescue platform based on big data technology and semantic recognition model was proposed to realize the storage and analysis of massive distress information.By combining the analytic hierarchy process with the efficiency coefficient method,the judgment score of rescue priority level provided by experts in hydrology,geology,climate,electric power,fire protection,construction,medical treatment and engineering was calculated in real time,and the emergency factor coefficient of rescue was obtained.According to the order of factors,the rescue sequence to find the most urgent need of rescue personnel,the implementation of rescue deployment.The platform combined the earthquake rescue APP,search and rescue personnel APP and expert decision APP to form a rescue information collection and processing service system.It provides complete technology and implementation plan for earthquake relief from publicity,science popularization,drill to practical operation,and makes beneficial exploration in the efficient rescue after earthquake.
