摘  要:以近40年来70篇农村教育政策文件为研究对象,主要运用质性分析软件Nvivo11.0,对政策文本的内容进行分析,有如下发现:政策制定主体主要为中共中央、国务院和教育部;教师是农村教育政策主要的对象主体,义务教育和职业教育是政策的主要内容,促进经济发展和社会主义新农村建设是政策主要的价值取向。农村教育政策的发展经历了三个阶段,各个阶段有不同侧重点。通过以上分析得出:我国农村教育政策体系内部缺乏平衡,应发展高质量、高层次教育;政策更迭的科学性需进一步加强,应注重政策体系灵活性与稳定性的平衡;城乡教育一体化发展有待完善,农村教育应与统筹城乡发展相协调;政策的“农村本位”意识缺失,应以农村及人的发展为本。Taking 70 rural education policy documents in the past 40 years as the research object,this paper mainly uses the qualitative analysis software Nvivo11.0 to analyze the content of the policy text.It is found that the main bodies of policy-making are the CPC Central Committee,the State Council and the Ministry of Education.Teachers are the main object of the rural education policy,compulsory education and vocational education are the main contents of the policy,and promoting economic development and the construction of a new socialist countryside are the main value orientation of the policy.The development of rural education policy has gone through three stages,each of which has different emphasis.Through the above analysis,it is concluded that there is a lack of balance within China’s rural education policy system,and high-quality and high-level education should be developed;the scientific nature of policy change needs to be further strengthened,and attention should be paid to the balance between flexibility and stability of the policy system;the integrated development of urban and rural education needs to be improved,and rural education should be coordinated with the overall development of urban and rural areas;the lack of"rural standard"consciousness of policy should be based on rural and human development.
