摘  要:职级制度是我国公务员制度的一次重大创新,职级制度取代了非领导职务制度,职级与职务、级别共同构成公务员管理的基础,并引起职务升降、考核、工资等一系列人事制度的连锁变化。我国公务员职级制度经历了理论探索、制度试点、制度优化和再试点及上升为法律4个阶段,形成了包括职级序列、职级与级别的对应关系、职级层次设置和职数比例确定、职级晋升条件、职级与待遇关系等在内的基本制度框架。职级制度具有遵循分类管理、明确指挥关系、体现正确的用人导向、强化待遇激励等特点。职级制度演进的内在逻辑可以概括为:非领导职务的制度缺陷是职级制度演进的逻辑起点,遵循问题导向是职级制度演进的逻辑主线,重构公务员管理基础是职级制度演进的逻辑归宿。The rank system is a major innovation of China’s civil service system.The rank system replaces the non-leadership position system.The rank,position and level together constitute the basis of civil service management,and cause a series of chain changes of specific systems such as position promotion,assessment and salary.China’s civil servant rank system has gone through four stages,including theoretical exploration,system pilot,system optimization and re-pilot,and upgrade to law,and has formed a basic system framework including rank sequence,corresponding relationship between ranks and levels,establishment of rank levels and determination of proportion of rank number,conditions for rank promotion,and relationship between ranks and treatment.The rank system reflects the characteristics of classified civil servant management,clear command relationship,correct employment orientation,and treatment incentive strengthening.The internal logic of the evolution of the rank system can be summarized as follows:the institutional defects of the non-leadership positions are the logical starting point of the evolution of the rank system,following the problem orientation is the main line of the evolution of the rank system,and reconstructing the management basis of civil servants is the logical destination of the evolution of the rank system.
