摘 要:从高校内部人力资源管理的角度,运用数据包络分析法(DEA),以高校内部二级学院作为决策单元(DMU),从人才和经费投入、科研和教学成果产出方面构建教师人力资源投入产出指标,建立二级学院教师人力资源配置效率评价DEA-BBC模型,从综合技术效率、纯技术效率、规模效率、规模收益和松弛变量等微观层面,评价二级学院人力资源的投入产出效率。X大学13个二级学院教师人力资源配置效率的实证研究表明,该模型不仅能够从二级学院层面判断师资队伍职称结构和内部教师人力资源结构是否合理,亦能发现二级学院之间的人力资源配置效率差异,同时还能精确判断二级学院教师人力资源效率配置的改进方向和程度,使评价更具实践指导价值。From the perspective of human resource management within colleges and universities using data envelopment analysis(DEA),this paper constructs an input-output index of teachers as human resource in terms of talent and fund input,research and teaching achievement,and,based on it,establishes a DEA-BBC model to evaluate the efficiency of teacher allocation in secondary colleges,evaluated at the micro level the technical efficiency,pure technical efficiency,scale efficiency,returns to scale and slack variables.The empirical study on the allocation efficiency of teachers as human resources in 13 secondary colleges of X University shows that the model is effective not only in evaluating the professional title structure of teaching staff and the internal structure of teachers as human resources at secondary college level,but also in identifying the differences of human resources allocation efficiency between secondary colleges.Meanwhile,it helps accurate judgment in direction and degree for enhanced efficiency in teacher allocation in secondary colleges,thus making the human resource evaluation more practical and instructive.
