摘　　要：新中国成立以来,党和政府始终关心人民群众的卫生健康问题。新中国成立之初的抗击鼠疫,展现出新生人民政权的力量;全民抗击"血吸虫病"的战役,创造了"送瘟神"的奇迹;世纪之初的抗击"非典",展现出众志成城、迎难而上的民族精神;2020年的"新冠肺炎"疫情,再现中国特色社会主义制度的强大优势。回顾70余年来中国抗击重大疫情的历史,我们在实践中积累了宝贵的抗疫经验:一是坚持搞好经济建设,增强防范风险能力;二是积极响应疫情,从上至下科学部署;三是联防联控多措并举,切断疫情传播途径;四是坚持生产发展,保障经济平稳运行;五是加强政府公信力,提升民众战胜疫情的信心。以上成功经验的背后体现了我们的制度优势:一是中国共产党始终是最先进生产力的代表;二是中国特色社会主义制度具有无可比拟的优越性;三是坚持人民群众的主体地位,发挥人民群众"历史创造者"的作用。同时,"新冠肺炎"疫情也为我们敲响了警钟,我们应反思我们的缺陷和不足,为我们未来深化改革发展提出新要求。这些要求包括以下几方面:一要补短板,加快健全发展城乡一体化的公共卫生事业;二要强根本,积极推动经济领域的供给侧结构性改革;三要固优势,保障公立医疗机构在国家卫生安全中的主体地位;四要不放松,继续完善并严格执行《野生动物保护法》;五要谋未来,抓紧构建国家生物安全制度体系。在以上多策并举之下,夯实中国特色社会主义的医疗卫生安全保障。Since the founding of new China,the party and the government have always been concerned about the health of the people.China's novel coronavirus pneumonia our wills unite like a fortress.The fight a-gainst plague at the beginning of the founding of new China reveals the power of the new people's regime.The national campaign against schistosomiasis has created a miracle of“delivering the plague”.The fight against SARS at the beginning of the century showed the national spirit of unremising the difficulties and the national spirit of the 2020.It reproduced the strong superiority of the socialist system with Chinese characteristics.Looking back on the history of fighting against major epidemics in China over the past 70 years,we have accumulated valuable experience in the fight against epidemics;first,we should adhere to industrial construction and enhance the ability to prevent risks;second,we should actively respond to the epidemic,scientific deployment from the top to the bottom;joint prevention and control measures to cut off the route of transmission of the epidemic;adhering to the development of production to ensure the smooth operation of the economy;strengthening the credibility of the government to enhance the confidence of the people to overcome the epidemic.The above successful experience reflects our institutional advantages:first,the Communist Party of China has always been the representative of the most advanced productive forces;second,the socialist system with Chinese characteristics has incomparable advantages;third,we must adhere to the people's dominant position and play the role of the people as“creators of history”.Meanwhile,the novel coronavirus pneumonia has also raised alarm bell for us.We should reflect on our shortcomings and shortcomings,and put forward new requirements for deepening reform and development in the future.These requirements include the following aspects:first,to make up for the shortcomings and accelerate the development of urban-rural integration of public health se
