摘  要:国家高新区已成为各地发展高技术产业的主要战略力量,是引领区域技术创新和经济转型发展的重要举措。为提升高新区内集群创新质量水平,从经济效益、知识产出、人员素质、创新结构四个维度构建国家高新区产业集群创新质量评价体系,以全国156个高新区为研究对象,实证分析高技术产业集群对国家高新区创新质量的影响。结果显示,影响国家高新区产业集群创新质量的两个关键因子是集群网络效应和知识溢出效应,国家高新区整体创新质量水平有待提高,区域间差异过大,且在不同影响因子上存在发展不均衡现象,最后根据分析结论提出针对性政策建议。The national high-tech zone has become a major strategic force for the development of high-tech industries in various regions and an important measure to lead regional technological innovation and economic transformation and development.In order to improve the level of cluster innovation quality in high-tech zones,this paper constructs the innovation quality evaluation system of industrial clusters in national high-tech zones from four dimensions of economic benefits,knowledge output,personnel quality and innovation structure,and empirically analyzes the impact of high-tech industrial clusters on innovation quality of national high-tech zones by taking 156 high-tech zones in China as the research objects.The results show that there are two key factors affecting the innovation quality of industrial clusters in national high-tech zones:cluster network effect and knowledge spillover effect.The overall innovation quality level of national high-tech zone needs to be improved,the regional differences are too large,and there are imbalanced developments in different influencing factors.Finally,according to the analysis conclusion,the paper puts forward targeted policy recommendations.
