摘　　要：为推动继续教育研究和实践深入发展,通过系统梳理高校非学历继续教育在战略地位、内涵作用、规模质量、探索实践等方面的发展基础,分析面临国际格局新变化、国家战略发展赋予新使命、区域战略发展提出新命题、信息技术迅猛发展提供新变革的发展形势,提出“十四五”时期高校非学历继续教育发展关键:从重规模到重质量,以高质量为理念引领发展;从资源分散到资源聚集,统筹各类资源协调发展;从孤军奋战到适应区域战略规划,发挥优势特色发展;从技术保障到技术赋能,借助信息技术推动发展;从制度缺位到加强法制建设,以教育治理规范发展。In order to promote the in-depth development of continuing education research and practice,through systematically combing the development basis of non-degree continuing education in colleges and universities in terms of strategic position,connotation,scale and quality,exploration and practice,etc.,this paper analyzes the new changes in the international landscape,the new missions given by the national strategic development,the new propositions put forward by regional strategic development and the new development situation provided by the rapid development of information technology,and puts forward the key to the development of non-academic continuing education in colleges and universities during the“14th Five-Year Plan”period.The focus on scale should be shifted to quality and the development should be based on the concept of high quality;The resources dispersed should be gathered to coordinate the development of various resources;Fighting alone should be replaced by regional strategic planning,to develop with advantages and characteristics;The development should be supported by information technology from technical support to technical empowerment;The construction of the legal system should be strengthened to standardize development with education governance.
