科研绩效评价的价值哲学分析与反思

摘　　要：探索科研绩效评价标准,构建公平合理的评价体系已然成为科研绩效管理工作亟需解决的重要课题。运用价值哲学理论,分析科研绩效评价具备的3个基本的价值取向:效率追求、公平追求、发展追求,探讨科研绩效评价在基本价值目标追求下的对立统一规律;在剖析科研绩效评价中功利主义、工具理性、实用主义的存在根源的基础上,提出重建科研绩效评价价值观、科研规律融入工具理性、系统论应用于评价方法等具体举措,为改进科研绩效评价体系提供价值哲学路径支撑。Exploring the evaluation criteria of scientific research performance and constructing a fair and reasonable evaluation system have become urgent issues in the management of scientific research performance.This paper sorted out the three basic value orientations of efficiency pursuit,fairness pursuit and development pursuit by employing the theory of value philosophy,explored the law of the unity of the opposite based on the basic value goals connected to the reality,and considered the roots of utilitarianism,instrumental rationality,and pragmatism in it.Based on the above analysis,concrete measures to improve the evaluation of scientific research performance were proposed:rebuilding the values of scientific research performance evaluation,integrating the law of scientific research into the instrumental rationality,and applying system theory to the evaluation method,which provide a value philosophy path for improving scientific research performance evaluation system.
