先秦时期官德思想及新时代政德镜鉴

摘　　要：中国先秦时期官德思想历史悠久、内蕴丰富,其中儒、道、法三家的官德学说影响尤为深远,为新时代领导干部政德建设奠定了夯实的理论基础。新时代政德建设承继先秦时期官德"修身立德""家训教化""为民谋利""鼓励谏诤"等文化并进行现代化转化,实现了传统官德思想从"人治"向"法治""官本位"向"民本位""任人唯亲"向"任人唯贤"的重大转变,新时代领导干部政德建设是对先秦时期官德思想的继承、发展与超越,是中华传统文化的创造性转化与创新性发展的重要成果,同时也是马克思主义与中华优秀传统文化相结合的时代结晶。In the China's pre-Qin period,the thought of official ethics has a long history and rich connotation,among which Confucianism,Taoism and Legalism have a far-reaching influence,laying a solid theoretical foundation for the construction of political ethics of leading cadres in the new era.The construction of political ethics in the new era inherits and modernizes the pre-Qin period's official ethics such as"cultivation of morals","family education","making benefits for the people","encouraging admonitions",and realizes the significant transformation of the traditional official Ethics thought from"rule by man"to"rule by law","official standard"to"people standard",and"cronyism"to"appointment based on merit".The construction of political ethics of leading cadres in the new era is the inheritance,development and transcendence of the official ethics of the pre-Qin period.It is an important result of the creative transformation and innovative development of Chinese traditional culture,and also the crystallization of the era of combining Marxism with the excellent traditional Chinese culture.
