摘 要:为提高城市防灾应急能力建设水平,基于应急管理的全过程,运用模糊层次分析法(FAHP),从城市面对灾前、临灾、灾中和灾后4个方面的表现建立城市防灾应急能力评价指标体系,并计算出各应急能力指标的综合权重;引入云模型得到城市防灾应急能力指标云图,并与标准云图作比较确定城市防灾应急能力等级;最后,基于FAHP-云模型对Z市防灾应急能力进行评价。研究结果表明:用所建模型对城市防灾应急能力进行模拟验证能够产生较为准确的评价,为城市提升应急能力提供依据。In order to improve the level of urban disaster prevention and emergency response capabilities,based on the entire process of emergency management,using the fuzzy analytic hierarchy process(FAHP),urban disaster prevention and emergency response capabilities were established from the four aspects of the city’s performance before,imminent,during and after disasters.Evaluate the index system and the comprehensive weight of each emergency capability index were calculated;the cloud model was introduced to obtain a cloud map of urban disaster prevention and emergency capability indicators,and it was compared with the standard cloud map to determine the city's disaster prevention and emergency capability level;finally,based on the FAHP-cloud model,the city’s disaster prevention and emergency response capabilities of Z City were evaluated.The research results show that the built model is used to simulate and verify the city's disaster prevention and emergency response capabilities,and it can also produce a more accurate evaluation,which provides a basis for the improvement of emergency response capabilities in cities.
