构建廉洁工程招标体系的措施

摘　　要：介绍了中国石化江西石油分公司构建廉洁工程招标体系的措施:一是注重源头把关,做到工程项目全覆盖;二是注重透明审批,做到渠道流程全线上;三是注重文本标准,做到框架协议全应用;四是注重过程受控,做到监督制衡全嵌入。指出了取得的成效:一是较好地化解了工程招标领域的廉洁风险;二是完善了公司依法合规治理体系;三是健全了公司廉洁工程建设体系,为廉洁工程建设奠定了基础。The measures for SINOPEC Jiangxi Oil Product Company to build a clean project bidding system are introduced,such as paying attention to the source control to achieve full coverage of the project,paying attention to transparent examination and approval to achieve the whole channel process online,paying attention to the text standard to achieve the full application of the framework agreement,paying attention to the process control to achieve the full embedding of supervision and balance.And the achievements are pointed out:the corruption risk is solved in the field of project bidding,the legal compliance management system is improved,the integrity engineering construction system is perfected,which can lay the foundation for the integrity engineering construction.
