高质量发展视阈下“一流多元”江苏高等教育的内涵、目标与实施路径

摘　　要：高等教育进入普及化阶段,江苏高等教育发展新格局包含具有江苏特点、中国特色、世界一流的高水平大学建设体系;能够面向产业需求办学的一流应用型本科教育体系;以培养高素质劳动者和技术技能人才为核心的一流高等职业教育体系等。高质量发展的江苏高等教育价值目标是立德树人、扎根中国大地办教育和办人民满意的高等教育。通过分类施策、分类评价,推进分类发展,推动高等教育综合改革;以同频共振的高等教育集群提升高等教育办学质量,实现江苏高等教育多元维度的“高峰迭起”与“高原敦实”;以“一流多元”、内涵式发展的江苏高等教育,服务国家战略、人才培养和社会发展。Higher education has entered the stage of popularization.The new pattern of higher education development in Jiangsu Province includes:the world-class construction system of high-level universities with Jiangsu and Chinese characteristics;the first-class applied undergraduate education system of developing cooperative education of production and learning;the first-class higher vocational education system with the core of cultivating high-quality workers and technical personnel,etc.The value goal of high-quality development of higher education in Jiangsu is to establish morality and cultivate personnel,take root in China for the education and run higher education to the satisfaction of the people.Promote the classified development and comprehensive reform of higher education through classified policy implementation and classified evaluation;improve the quality of higher education through the higher education cluster with the same frequency resonance,and realize the multi-dimensional“peak after peak”and“plateau solid”of Jiangsu higher education;serves the national strategy,talent training and social development through“first-class and diversified”Jiangsu higher education with connotative development.
