摘 要:运用标杆管理法构建科技成果转化力评价指标体系,并利用该体系对华东地区18所高校科技成果转化力进行综合评价发现,双一流高校在科技成果产出方面明显优于省属重点高校和普通本科高校,这主要得益于其在经费投入、人才引进、师资及学生培养的社会认可度等方面的优势。因此,高校应持续加大经费投入,聘请高层次人才,发展新兴学科、交叉学科团队,提高自主研发能力;加大与政府主管部门、企事业单位、兄弟院校及科研院所的信息资源共享,努力寻求产学合作机会,提升高校自身品牌;利用高校智力优势,将科技成果转化与人才培养或师生创新创业创造等相结合,推进教学支持科研,科研反哺教学,提升科研成果的社会价值;活跃校园创新文化氛围,培养师生科研意识。This article takes 18 colleges and universities in the Eastern China as the research object,and establishs an index system for evaluating the transformation ability of scientific and technological achievements with benchmark management method.By using the index system,after the comprehensive evaluation of the transformation ability of scientific and technological achievements of the above colleges and universities,it is found that Double First-class University is obviously better than Provincial Key University and Ordinary Undergraduate University in the output of scientific and technological achievements.This is mainly due to its advantages in fund investment,talent introduction,social recognition of teachers and student training.Therefore,colleges and universities should continue to increase funding investment,hire high-level talents,develop emerging disciplines and cross-disciplinary teams,and improve the ability of independent research and development;increase information and resource sharing with government departments,enterprises and institutions,and other universities and research institutes,and strive to seek industry-university cooperation opportunities so as to enhance the brand of colleges and universities;using intellectual advantages of colleges and universities,combine the transformation of scientific and technological achievements with talent training or students’innovation,entrepreneurship and creation,and promote teaching to support scientific research,and scientific research to feed teaching,so as to enhance the social value of achievements;activate the campus innovative cultural atmosphere and cultivate the scientific research consciousness of teachers and students.
