摘  要:在我国对薪酬相对固定的公务员而言,促使其努力工作的主要激励更多是对职业前景的考虑。关于职业生涯高原对工作态度及其行为的消极影响,针对企业领域的研究已有不少,但针对公务员的研究甚少。本研究基于N市市直机关公务员的问卷调查数据,采用层次回归分析法,探讨职业生涯高原对工作绩效的影响,以及公共服务动机对二者关系的调节效应。研究发现,职业生涯高原对工作绩效有显著的负向影响,公共服务动机对职业生涯高原与工作绩效之间的关系有显著的调节作用。政府相关部门应积极拓展公务员的职业发展空间,重视激发公务员的公共服务动机,以减少公务员“职业天花板”的消极影响,推进“懒政怠政”的有效治理,乃至地方政府行政效能的整体提升。In China,the main incentive for civil servants who’s salaries are relatively fixed to work hard is main consideration of career prospect.There are many researches on the negative effects of career plateau on work attitude and behavior in the field of enterprise,but there are few studies on civil servants.Based on the questionnaire survey data of civil servants in N municipal authorities,this study uses the analytic hierarchy process to explore the impact of career plateau on job performance,and the moderating effect of public service motivation on the relationship between them.The research results show that the career plateau has a significant negative impact on job performance,and the public service motivation has a significant adjustment moderating effect on the relationship between career plateau and job performance.Based on this,this study believes that the relevant government departments should actively expand the career development space of civil servants,pay attention to stimulating the public service motivation of civil servants,in order to reduce the negative impact of civil servants'professional ceiling,promote the effective governance of“lazy administration and idle administration”and even the overall improvement of local government administrative efficiency.
