带量采购政策对苏北地区5家公立医院原研药和仿制药临床使用的影响

摘　　要：目的:分析带量采购政策对苏北地区原研药和仿制药临床使用的影响,为促进仿制药的临床使用提供证据支持和政策建议。方法:选取该地区5家公立医院12种既有原研药又有仿制药的药品,对带量采购政策前(2019年上半年)及政策后(2020年上半年)原研药和仿制药使用数量、销售金额、仿制药替代率、实际费用节省及节省率等进行分析。结果:该政策实施后,仿制药的使用数量同比增长了39.64%,其销售金额下降了75.81%;仿制药替代率由42.43%上升至57.42%,目标药物实际节省费用1629.16万元,费用节省率为271.20%。结论:带量采购政策实施后,该地区仿制药使用数量大幅度上升,患者药品费用支出减少,切实减轻了部分患者用药负担。Objective:To analyze the impact of volume-based procurement(VBP)on the utilization of original and generic drugs in northern Jiangsu,so as to provide evidence support and policy suggestions for promoting the application of generic drugs.Methods:Twelve kinds of drugs with both original and generic products from 5 public hospitals in northern Jiangsu were selected and data before(the first half of 2019)and after(the first half of 2020)VBP were collected to analyze on the aspects of quantity,sum,replacement rate of generic drugs,actual cost saving and saving rate.Results:After VBP,the proportion of the quantity of generic drugs increased by 39.64%,and the proportion of the consumption sum of generic drugs decreased by 75.81%.The replacement rate of generic drugs increased from 42.43%to 57.42%,and the actual cost saving of target drugs was 16.2916 million yuan,with a cost saving rate of 271.20%.Conclusion:After the implementation of VBP,the number of generic drugs in this region has increased significantly,the drug expenses of patients have decreased,and the drug burden of some patients has been effectively reduced.
