双重治理逻辑下政府购买社会工作服务项目的运作困境及对策

摘　　要：政府购买社会工作服务项目运行存在双重治理逻辑:行政治理逻辑与专业治理逻辑。这两者之间的失衡在一定程度上造成了项目治理效果的不显著,并衍生了一些矛盾:项目周期短暂性与案主脆弱性消除及能力恢复长期性的矛盾;项目不确定性、间断性与社工机构对项目较强依赖性的矛盾;项目的政府行政权威性与社工机构专业自主性的矛盾;项目指标数字化与服务指标难以数字化的矛盾。对此,需要秉持协同治理的理念,进一步强化专业治理逻辑,建构双重治理逻辑平衡的关系格局,以便更好地推动政府购买社会工作服务项目治理目标的顺利实现。The government purchasing social work service projects has dual governance logic:the administrative governance logic and the professional governance logic.The imbalance between the two leads to the insignificant effect of project governance to a certain extent,and creates some contradictions:the contradiction between the transiency of the project life cycle and the long-term nature of the client’s vulnerability resolution and ability recovery,the contradiction between the uncertainty and discontinuity of the project and the strong dependence of the social work organization on the project,the contradiction between the governmental administrative authority of the project and the professional autonomy of the social work organization,and the contradiction between the digitization of the project index and the difficulty of digitizing the service index.Only by adhering to the concept of cooperative governance,moderately converging the administrative governance logic,strengthening the professional governance logic,and constructing a balanced relationship pattern of dual governance logic,can we promote the smooth realization of the goal of government purchasing social work service projects.
