珠海高栏港经济区环境风险评价与分级管理研究

摘　　要：珠三角是我国经济发展的重要区域,因而如何有效预防和管控化工园区的环境风险尤为重要.收集梳理珠三角区域典型化工园区——珠海高栏港经济区及企业相关资料,结合重点环境风险企业的现场调研,综合对各企业物质风险、受体风险、管理风险等进行了初步识别,同时对企业应急资源进行排查,并结合层次分析法(AHP)针对性地构建区域环境风险评价体系.研究结果表明,石化产业基地与清洁能源基地达到了“高风险”级别;港口物流区环境风险达到了“较高风险”级别;港口物流区船舶和海洋工程装备制造基地为“中风险”,生活配套区则为“低风险”.在珠海高栏港经济区环境风险评价结果基础上,针对该园区提出了环境风险分级管理措施与建议,这对进一步指导及健全该园区突发环境事件应急机制具有一定的参考价值.The Pearl River Delta(PRD)is the most dynamic economic region in China and it is of vital importance to prevent and control the environmental risk derived from intensive industrial activities.In the present study,Zhuhai Gaolan Port Chemical Industrial Park,a typical industrial area in the center of PRD,was selected.Based on the investigation of each local enterprises,a preliminary discrimination of the risk sources,risk receptors,risk managements and the emergency resources was conducted.The system of regional environment risk assessment has been constructed by using AHP method.Finally,the results indicated that,the environmental risk of petrochemical industry base and clean energy base reached very high level,the risk of the port logistics base is high level,the risk of ship and marine engineering equipment manufacturing base is medium level,life supporting base is low level.The results provide a scientific basis to improve environmental risk management for the Zhuhai Gaolan Port economic zone.
