组织质量管理体系运行的现状及应对

摘　　要：质量管理体系于20世纪80年代开始在国内推行,发展至今30余年,所认证的组织从生产制造业延申至科研院所和高校,其有效实施为提升组织管理能力、实现高效运营,以及保证产品和服务合格提供了总体思路和行之有效的方法。质量管理体系认证成为很多组织申请项目的必备资质。但是,一些早期通过认证的组织体系运行进入了瓶颈期,其效果逐渐地弱化;部分新通过认证的组织体系运行存在质量体系管理和业务过程管理脱节的问题。因此,总结了质量管理体系在组织运行的良好实践,分析了实施中存在的问题,提出了相应的改进措施,对于实现组织的可持续发展具有一定的指导意义。Quality management system was introduced in China in 1980 s and has been developed for more than 30 years,the certified organizations have been covered from manufacturing industry to scientific research institutes and universities.Its effective implementation provides general thinking and effective method for improving organization management ability,realizing efficient operation,and ensuring qualified products and services.Quality management system certification has become a necessary qualification for many organizations to apply for projects.However,some organizations that have earlier passed the certification have entered the bottleneck period,and the effects are weakening.The quality system management and business process are disjointed in the operation of some newly certified organization.Therefore,the good practice of quality management system in the organization operating is summarized,the existing problems are analyzed,and some improvement countermeasures are given,which has certain guiding significance to realize the sustainable of the organization.
