摘　　要：采用SWOT分析方法,对宁夏某三甲医院实施综合改革面临的优势、劣势、机遇和威胁进行全面分析。通过厘清改革思路,探讨改革路径,提出医院实施全面预算管理和全成本核算控制,探索建立医护资源新型组织模式,提升医务人员队伍建设水平,转变医院发展方式,实施公立医院人事薪酬制度改革等策略,推动医院高质量发展。Using SWOT analysis,the authors of the paper analyzes the advantages,disadvantages,opportunities and threats faced by the comprehensive reform of a hospital of class a and grade three in Ningxia.By clarifying the reform way of thinking and exploring the reform path,the authors put forward that the hospital should implement comprehensive budget management and full cost control,explore the establishment of a new organization model for medical resources,improve the level of medical personnel,change the development mode of the hospital,implement the reform of the personnel and salary system in public hospitals,and promote high-quality development of the hospital.
