基于陆海统筹的海洋功能区划实施评估研究--以宁波市为例

摘　　要：以宁波市为研究区域,基于陆海统筹角度,从海洋功能区划目标实现情况、海洋功能区划实施效益情况、海洋功能区划保障措施落实情况3个层次出发,选取18项评价指标,对宁波市海洋功能区划实施状况进行了评估。评估结果表明,宁波市海洋功能区划实施总功效系数F=0.65,功能区划实施效果为二级,海域使用比较协调。依据评估结果和目前实施管理过程中出现的问题,对后续国土空间规划实施提出了可行性建议。Taking Ningbo City as the research area,based on the land and sea overall planning perspective,from three levels of marine functional zoning target completion,marine functional zoning implementation benefits and marine functional zoning safeguard measures implementation,18 evaluation indicators were selected to evaluate the implementation status of marine functional zoning in Ningbo City.The evaluation results showed that the total efficiency coefficient of the implementation of the marine functional zoning in Ningbo City is F=0.65,the implementation effect of the functional zoning was Class II,and the use of sea areas was relatively coordinated.Based on the results of the assessment and the problems in the current implementation and management process,feasibility suggestions for the implementation of the follow-up land and space planning were put forward.
