摘　　要：[目的/意义]研究德国大学科研数据管理服务现状,对国内相关机构开展科研数据管理服务有重要参考价值。[方法/过程]采用网络分析调研和内容分析比较方法,探寻德国典型高校开展科研数据管理服务的现状。并从机构数据政策、组织运营等管理领域和数据管理计划、数据的收集和发现、数据的记录分析、数据的隐私保护、数据的存储、数据的出版和归档等服务领域进行研究,分析其科研数据管理服务的特点。[结果/结论]研究发现,德国高校科研数据管理服务具有政策权责分明、设施配置齐全、技术协作开发和知识外溢效果明显的特点。我国相关机构应通过强化科研人员学术规范化教育、建立权责分明的科研数据政策、提供全方位增值服务、在广泛合作的基础上开展支撑技术研究等举措提升科研数据管理服务水平。[Purpose/Significance]Studying the status quo of scientific research data management services in German universities has important reference value for relevant domestic institutions to deploy scientific research data management services.[Method/Process]Using network analysis and research and content comparison methods,the study explores the current situation of research data management services in typical German universities,summarizes and analyzes the characteristics of scientific research data management services from management fields such as institutional data policy,organizational operation,and other service fields such as data management plans,data collection and discovery,data record analysis,data privacy protection,data storage,data publication and archiving.[Result/Conclusion]The study found that the scientific research data management service of German universities has the characteristics of clear policy rights and responsibilities,complete facilities configuration,technical collaborative development and obvious effects of knowledge spillover.It is proposed that relevant institutions should enhance the level of scientific research data management services through measures such as strengthening the academic standardization of scientific research personnel,establishing a scientific research data policy with clear responsibilities,providing a full range of value-added services,and carrying out technical research on the basis of extensive cooperation.
