大历史观下我国体育体制的嬗变逻辑:核心议题与组织模式

摘　　要：基于整体、联系的大历史观,以标志性历史事件或重要时间节点为依据,从纵向上将我国体育体制的嬗变历程划分为源头、过渡、形成、定型、发展、调整、完善和趋向八个阶段。在总结分析不同时期管理特点的基础上,从宏观上将我国体育体制归纳为军事动员型、党政军融合型、职能衍射型、部门全能普化型、部门间有限分工型、契约法治型、非常规任务驱动型和生态系统治理型八种组织模式。结合体育发展目标,阐述了每个历史阶段体育体制改革的核心议题(1)“国家建构”的历史使命;(2)“新体育”的任务目标;(3)“普及和经常化”的指导方针;(4)“举国体制”的制度安排;(5)“体育社会化”的发展导向;(6)“六化六转变”的改革目标;(7)“办好奥运会”的中心任务;(8)“建设体育强国”的战略定位。Based on the overall and related perspectives of micro-history,this paper divided the development of China's sports system into initial,transitional,formational,final,developmental,adjustment and improvement stages.On the basis of summarizing the characteristics of management in different periods of time,the sports system in China was categorized into eight organizational models from a macro perspective:military mobilization,integration of the party,government and army,function distribution,all-purpose and universal departments,limited division of labor among departments,formation of contractual relationship,non-routine task-driven and ecosystem governance.Combined with the goals of sports development,the paper expounded the core issues of sports system reform in each historical stage:the historical mission of“national construction”,the task and objective of establishing“new sports”,guidelines for“sports popularization and regularization”,the institutional arrangement of the“national inter-agency mechanism”,the development orientation of“sports socialization,reform objectives of“six modernizations and six transformations”,central task of“hosting successful Olympic Games”and strategic positioning of“building a sports power”.
