厚植与补强:信访制度链接超大型国家治理的政治逻辑

摘　　要：中华人民共和国成立后,面对一个更加开放的现代社会环境,实现了社会长期稳定的奇迹。要探究中国之“稳”的机理,就不能不考察中国政治的隐秘结构。当代中国之治依然面临着如何处理中央与地方、国家与社会、条条与块块之间矛盾的问题,面对的环境更加复杂、形势更加严峻、挑战更加多样。在作为执政者的中国共产党创设的总体性治理体系中,信访制度彰显了人民政治的理念,与中国共产党的执政气质与执政理想相契合,成为了最基础、最有效的治理安排和制度设置之一,与国家正式制度相辅相成。然而,不但信访制度如何助力中国之“稳”尚未完全被人们所认识,关于信访制度的功能、定位在某种意义上也是一个争议不断的问题。由此,在梳理中国之“治”历史经验的基础上,辨正信访制度独特的价值——信访制度如何厚植了中国共产党的执政根基及如何链接了超大型国家的治理,能够为理解中国何以治的信访贡献提供启发。Since its founding 70 years ago,China has achieved a long-term social stability in an environment of the modern world that is more open and complex.To understand what has made this miracle happen,it is necessary to explore the hidden structure of China’s politics.In the governance of present-day China,conflicts still exist between the central and local governments,the state and society,the departments and regions.And China has to face a more complex environment,a more challenging situation.In the overall governance system of the CPC,the xinfang(letter and petition)system has functioned as a most fundamental and most effective governance arrangement and institutional set-up,as it embodies the idea of“politics for the people”and is in conformity with the CPC’s political ideal and pursuit.It complements other official institutional arrangements.Yet the role of this system in ensuring China’s social stability has not been fully recognized,and there has been controversy as to how the system works or whether it works at all.Thus a full recognition of its function in deep-laying the foundation of CPC’governance of the country and how it is linked to the governance of China as a mega state will throw light on.the question of why and how China has achieved its longterm stability.
