河南省成人高等学历教育学费标准调整研究

摘　　要：河南省2002年颁布的成人高等学历教育学费标准至今19年未做调整,在全国31个省市中排名中位列26位,已经严重低于生均教育培养合理成本。在公办普通高校本专科学费标准调整政策出台的背景下,河南省成人高等学历教育学费标准调整工作应列入省教育厅重点工作议程,及时启动改革进程。河南省成人高等学历教育收费管理改革应按照补偿教育培养成本的原则,综合考虑教育成本、发展成本、专业类别、优质优价和学生家庭经济承受能力等因素,合理确定学费标准。The tuition standard of adult higher education issued by Henan Province in 2002 has not been adjusted for 19 years,ranking 26 out of 31 provinces in China,which is seriously lower than the reasonable cost of per student education.Under the background of the policy of adjusting the tuition standard of public colleges and universities,the adjustment of the tuition standard of adult higher education in Henan Province should be included in the key work agenda of the Province Education Department,and the reform process should be started in time.The reform of charge management of adult higher education in Henan Province should be based on the principle of compensating the cost of education and training,comprehensively considering the factors of education cost,development cost,specialty category,high quality and good price,and students'family affordability,so as to reasonably determine the tuition standard.
