江苏省返乡创业培训效果研究

摘　　要：提升返乡创业培训效果是推动"大众创业、万众创新"的有效途径。基于调研和柯氏模型构建评价指标体系,发现江苏省返乡创业培训效果处于偏中上水平。基于参训者视角,现阶段江苏省返乡创业培训存在创业培训教材质量、课程内容和日程安排有待改进,创业培训课程形式发展滞后,创业培训师资专业性不强,创业培训与创业孵化环节割裂,创业培训后续跟踪服务工作不到位的问题。基于政策执行视角,现阶段江苏省返乡创业培训存在返乡创业培训定位不明确、返乡创业培训管理机制不顺畅、返乡创业资金政策不灵活等问题。提升江苏省返乡创业培训效果,应明确返乡创业培训定位、理顺返乡创业培训机制、完善返乡创业培训资金政策、重构返乡创业培训体系。To improve the effect of entrepreneurship training of personnel returning hometown is an effective way to promote"mass entrepreneurship and innovation".Based on the survey and Kirkpatrick Model,an evaluation index system is constructed,and it is found that the effect of entrepreneurship training of personnel returning hometown in Jiangsu Province is above the average level.From the perspective of trainees,there are some problems in the entrepreneurship training of personnel returning hometown in Jiangsu Province,such as that the quality of entrepreneurship training materials,curriculum content and schedule need to be improved,the development of entrepreneurship training courses lags behind,the professionalism of entrepreneurship training teachers is insufficient,the entrepreneurship training and the entrepreneurship incubation are separated from each other,and the follow-up service of entrepreneurship training is inadequate.From the perspective of policy implementation,there are also some problems in the entrepreneurship training of personnel returning hometown in Jiangsu Province,such as that the orientation of entrepreneurship training of personnel returning hometown is unclear,the management mechanism of entrepreneurship training of personnel returning hometown is unsmooth,and the fund policy for entrepreneurship training of personnel returning hometown is inflexible.To promote the entrepreneurship training of personnel returning hometown in Jiangsu Province,we should clarify the orientation of entrepreneurship training of personnel returning hometown,straighten out the mechanism of entrepreneurship training of personnel returning hometown,improve the fund policy of entrepreneurship training of personnel returning hometown,and reconstruct the system of entrepreneurship training of personnel returning hometown.
