摘  要:自从大学成立以来,教师参与大学治理一直是高等学校组织管理的一种普遍实践。然而,这种参与方式在发展的过程中,常常对共享权力的目标和结果模糊不清,特别是在超出学术课程范围的事务上更是如此。以教师评议会领导者和大学管理者为调查对象,探究美国高等学校教师评议会运作的组织过程与效率,发现美国大学教师评议会的组织方式需要完善,尤其是促进教师参与评议会的工作方法有限;评议会的总体工作效率堪忧,不能服务公共的最大利益,教师评议会领导者认为他们确实能有效地为自己的学校作出重要决策,而大学管理者的认同度则较低。调查结果使人们质疑教师评议会是否实现了他们最初的目标,以及他们是否有效地向有关管理者和整个校园传达了他们的工作和优先事项。Faculty involvement in university governance has been a common practice since the inception of the academy. This involvement,however,has evolved in such a way that it is often unclear what the objectives and outcomes are of sharing authority,particularly in matters that extend beyond the academic curriculum. The current study was designed to explore the perceptions of both faculty senate leaders and college administrators about the efficiency and operations of senates. The findings reveal that the structure of the faculty senate should be improved,and methods used for gaining faculty input were very limited;and the efficiency was low,without serving the public interest;faculty senators perceived they were indeed efficient in making important decisions for their campuses,however,college administrators’ perceptions were significantly lower. The findings call into question whether faculty senates have accomplished their goals and whether they are effective at communicating their work and priorities to both administrators and the campus at large.
