摘　　要：通过SWOT分析,阐明高校实行全过程造价咨询的必要性,引入“契约设计-制度保障-执行优化”三位一体的控制机制,建立高校全过程造价咨询的柔性契约机制和柔性契约执行机制,为高校得到更优质的全过程造价咨询服务提供借鉴。Through SWOT analysis,this paper expounds the necessity of implementing whole-process cost consultation in colleges and universities,and introduces the trinity control mechanism of“contract design,system guarantee and execution optimization”.Then,establishes the flexible contract mechanism and the implementation mechanism of the flexible contract for the whole process cost consultation in colleges and universities,and provides reference for colleges and universities to get better whole process cost consultation services.
