摘 要:首席信息官(Chief Information Officer,CIO)体制的建立与创新,是大学深化高等教育改革的理性选择。在外部社会影响和内部变革诉求的推动下,美国加州大学伯克利分校提出了强化战略领导作用、提升技术服务能力、增强风险应对能力等CIO体制的创新目标,并采取重绘组织愿景、重组组织架构、深化技术服务、推进IT治理等CIO体制创新的措施,有力地提升了高等教育竞争力。借鉴加州大学伯克利分校CIO体制创新的经验,我国大学应重新定位CIO体制、建立校本化CIO体制、发挥CIO体制战略价值、完善CIO体制效能评估,以推进我国高等教育改革和一流大学建设。The establishment and innovation of CIO(Chief Information Officer)system is a rational choice for universities to deepen the reform of higher education.Driven by the external social influence and internal change demand,University of California,Berkeley put forward innovative goals of CIO system,such as strengthening strategic leadership role,improving technology service ability and enhancing risk coping ability,and took some innovative measures of CIO system,such as redrawing organization vision,reorganizing organization structure,deepening technology service and promoting IT governance,which effectively promoted the competitiveness of higher education.Learning from the experience of CIO system innovation of University of California,Berkeley,Chinese universities should reposition CIO system,establish school-based CIO system,give play to the strategic value of CIO system,and perfect the effectiveness evaluation of CIO system,to promote the reform of higher education and the construction of first-class universities in China.
