摘　　要：通过选取锡林郭勒盟的10个旗作为样本,利用层次分析法(AHP)综合从生态效益、经济效益以及社会效益三方面对政策实施效果评价,发现锡林郭勒盟地区的经济效益,生态效益和社会效益都得到了一定提高,其中生态效益效果最为显著,经济效益次之,社会效益上升微弱。最后通过对政策实施的从生态、经济和社会三方面综合评价并提出相关可行建议,以期早日实现草原生态平衡,牧民生活质量有所提升,实现生态经济的可持续发展。This paper selected 10 flags of the Xilin Gol League as samples and used AHP method to evaluate the effect of the policy implementation from three aspects:ecological benefits,economic benefits and social benefits,and it considered that the economic benefits,ecological benefits and ecological benefits of the Xilin Gol League area got a certain improvement,of which ecological benefits were the most significant,economic benefits were the second,and social benefits had risen slightly.In the end,the article comprehensively evaluated the implementation of the policy from the three aspects of ecological economy and society,and it put forward relevant feasible suggestions in order to realize the ecological balance of the grassland as soon as possible,to improve the quality of life of herdsmen,and to realize the sustainable development of the ecological economy.
