摘　　要：由于医疗系统改革、突发传染性疾病以及患者需求不断增高等原因,致使我国护理人力资源出现人力资源配置不足、护理质量低等问题,不仅影响了患者的治疗及预后,也阻碍了护理自身的发展。为改善国内护理人员配置的现况,本文通过介绍芬兰护理资源配置RAFAELA系统,以及尚存在需要完善之处进行综述,旨在为国内护理人力资源的配置提供新的概念进行参考和借鉴,以期能促进国内护理人力资源优化配置的完善和发展。Due to the reform of medical system,sudden infectious diseases and the increasing demand of patients,the problems of insufficient allocation of human resources and low quality of nursing human resources in China not only affect the treatment and prognosis of patients,but also hinder the development of nursing itself.In order to improve the current situation of nursing staffing in China,this paper summarizes the RAFAELA system of nursing resource allocation in Finland and the need for improvement.In order to promote the improvement and development of the optimal allocation of nursing human resources in China.
