中国共产党领导高考制度的发展观、价值观、改革观探析

摘　　要：党的十八大以来,以习近平同志为核心的党中央把教育工作摆到更加重要的位置来抓,在遵循教育发展规律、人才成长规律的基础上推动考试招生制度发生历史性变革。按照党中央的决策部署,高考自2014年开始实施综合改革。高考制度在科学总结发展历程和深刻把握人才选拔规律的基础上,进一步树立与时俱进的制度发展观;在新时期党的教育方针的指引下,进一步树立为立德树人根本任务服务的制度价值观;在积极回应人民群众对高考制度综合改革的期待和诉求的过程中,进一步树立公平公正的制度改革观。在党中央立足百年历史新起点、统筹中华民族伟大复兴战略全局和世界百年未有之大变局的关键时期,深入总结高考综合改革的实践经验,探析中国共产党领导下高考制度的发展观、价值观、改革观,对推动高考综合改革向更深层次挺进,切实落实党中央新时期新要求有着重要意义。Since the 18th National Congress of the Communist Party of China(CPC),the CPC Central Committee with Comrade Xi Jinping as the core has put education on a more important position,and has promoted a historical change in the examination and enrollment system based on the law of educational development and the law of talent growth.According to the decision and deployment of the CPC Central Committee,the comprehensive reform of Gaokao has been implemented since 2014.Gaokao system should further establish the institutional development view of advancing with the times based on the scientific summary of the development process and the profound grasp of the law of talent selection.Under the guidance of the CPC’s educational policy in the new era,the system values that serve the fundamental task of cultivating people by virtue should be further established.In the process of actively responding to the people’s expectations and demands for the comprehensive reform of Gaokao system,the concept of fair and just system reform should be further established.Now the CPC Central Committee has reached a crucial period in its centenary history,and during this period it coordinates the overall strategy for the great renewal of the Chinese nation and the great changes that have not occurred in the world in a century.It is of great significance for us to profoundly summarize the practical experience of the comprehensive reform of Gaokao and explore the development and value reform of Gaokao system under the leadership of the CPC,so to promote the comprehensive reform of Gaokao to a deeper level and effectively implement the new requirements of the CPC Central Committee in the new era.
