新型城镇化质量测评及动力因素研究——基于安徽省地级市数据分析

摘　　要：新型城镇化是促进区域经济协调发展和高质量发展的重要动力,从经济发展质量、社会发展质量、人居环境质量和城乡协调发展程度四个方面构建新型城镇化质量评价指标体系。基于2004—2018年安徽省统计年鉴数据,运用熵权法和回归模型对安徽省16个地级市城镇化质量及动力因素进行实证测评。研究结果表明:省域新型城镇化质量整体呈现"南高北低"特征,并归纳为高质量发展型、高质量萎缩型、中等质量缓慢型和低质量滞后型四种类型;产业结构优化和政府财政支出对提升城镇化质量作用显著,市场动力对城镇化质量的拉动作用呈现增强态势。依据研究结论和省情实际提出新型城镇化质量建设对策建议。The new urbanization is an important driving force to promote the coordinated development of regional economy and high-quality development.The new urbanization quality evaluation index system is constructed from four aspects:the quality of economic development,the quality of social development,the quality of human settlements and the level of coordinated development of urban and rural areas.Based on the 2004—2018 Anhui statistical yearbook data,the entropy weight method and regression model were applied to the urbanization of 16 prefecture level cities in Anhui Province.The study shows that the overall quality of new urbanization in the province presents the characteristics of“high in the south and low in the north”,which can be divided into four types:high-quality development type,high-quality shrinkage type,medium quality slow type and low-quality lag type;the optimization of industrial structure and government financial expenditure have a significant effect on improving the quality of urbanization,and the pulling effect of market power on the quality of urbanization is increasing.The countermea-sures and suggestions of new urbanization quality construction were put forward based on the research conclusions and the actual situation of the province.
