摘　　要：中国共产党成立百年以来,党的群众体育政策历经了新民主主义时期的探索起步阶段、社会主义建设时期的曲折发展阶段、改革开放后的恢复发展阶段以及党的十八大以来的创新发展阶段。通过梳理党的群众体育政策的历史演进,可以发现:群众体育政策的百年演进具有鲜明的阶段性特征,新民主主义革命时期的群众体育服务于军事,社会主义建设时期的群众体育与劳动紧密结合,改革开放后的群众体育法制化特点显著,党的十八大以来的群众体育坚持“以人为本”的价值取向,表现出民主性、科学性、公共性和创新性。党的百年群众体育发展历程启示我们:群众体育政策与党的群众路线高度一致,始终以“为人民服务”为宗旨,党的全面领导是群众体育发展的根本保障,是中国特色社会主义群众体育发展的必由之路。Since the founding of the Communist Party of China(CPC)one hundred years ago,the Party’s mass sport policy has gone through four stages:the initial stage of exploration during the New Democratic Revolution;the tortuous development stage while establishing socialism;the recovery and development stage after the reform and opening up,and the innovation and development stage since the 18th CPC National Congress.By reviewing the historical evolution of the Party’s mass sport policy,it can be found that:over the past century,mass sport policy has shown distinctive features at each stage.During the New Democratic Revolution,mass sports served the military;during the establishment of socialism,mass sports were closely integrated with labor;after the reform and opening up,mass sports were characterized by the legal system;since the 18th CPC National Congress,mass sports have been“people-oriented”,showing democracy,science,publicity and innovation.The CPC’s centuriesold development of mass sports demonstrates that:the mass sports policy has been highly consistent with the Party’s mass line,and always aims to“serve the people”;the party’s overall leadership is the fundamental guarantee for the development of mass sports and the path towards developing socialist mass sports with Chinese characteristics.
