摘　　要：Whether the issues relating to agriculture,rural areas,and rural people can be resolved smoothly determines the overall development speed of China’s economy and society,and is related to the process of agricultural and rural modernization.Realizing rural vitalization and promoting grassroots social governance is the key to solving the issues relating to agriculture.
